Learning in Thai Industry
Overview
of e-Learning Model & Services
LIS will develop an e-learning
training model (computer based, interactive multimedia), whereby, the
training will be embodied in a system that creates improved safety
awareness. Once the pilot and full-scale projects for safety are
successfully completed, the model could be expanded to address a broader
scope for change, namely, the combined attitudinal issues - Health,
Environment, Safety and Quality (HESQ).
One aim of this commercial model
is for each company to be self-sustaining through a compensation and
reward system that reflects the total contribution of safety educational
and training programs to the company
Taking current computer web-based
platforms, the Internet and satellite technology, and combining
television quality media, LIS proposes to develop a product that
provides virtual learning services for safety training.
To be economically sustainable,
these services must fit seamlessly into the daily operation of companies
(business, government agency, non-government organizations, academic
institutions, corporations, etc.) without adding new costs to products
and/or services.
Working with the franchisers or
licensors of the following products, localizing them (adapting to Thai
language and culture) LIS will incorporate them in the e-learning model
and later introduce them to companies in an operating mode relevant to
their needs:
Plans are to design, test, and facilitate the
program and services in the pilot project, and later provide these
services as learning center portals to companies. The full-scale project
would include all training levels and commence a nation-wide training
program once the expanded model was developed and approved. Development,
however, would be on-going as change continued to impact Thai industry.
For each company (institution or business) the model would be as be as
self-sustaining as possible.
Costs
and Benefits
The awareness training is
experiential, enhancing retention for application, and reducing contact
time to achieve competency. (See Appendix for additional benefits).
Detailed cost breakdown would come from the Strategic Plan and Pilot
Project but a suggested annual budget for achieving a life long learning
competency process for safety awareness would be 4000 baht.Costs –
4000 baht per person per year to establish and maintain competency; 4000
baht per person for each additional level sought (Executive, Manager /
Supervisor, Safety Officers, and Basic training).The fee for competency would not
include cost of factory learning stations but would include learning
systems, server hardware, and software. It also would include the
provision of system start up costs for facilitating, maintenance,
overseeing usage and feedback, on-line operating fees, tutorial for
computer-based training, and upgrading processes.Full-scale development costs would
be approximately 4,500,000 baht; capital expenditures for central
computer server and operating system to handle 2 million users
(2,500,000 baht). Total development costs would be estimated to be
10,500,000 baht.The breakeven point in numbers of
safety trainees (x) would be conservatively estimated to be less than
1000, calculated as follows:10,500,000 + 4000(x) = 20,000(x) = 10,500,000 / 16,000 x = 656 (<1000)
